華星東方參與主編的《生物質(zhì)電廠煙氣凈化工程技術規(guī)范》等2項煙氣凈化技術規(guī)范獲批

  近日,由中國電力企業(yè)聯(lián)合會垃圾發(fā)電標準化委員會(以下簡稱“中電聯(lián)垃圾發(fā)電標委會”)組織國內(nèi)環(huán)保企業(yè)編制的《生物質(zhì)電廠煙氣凈化工程技術規(guī)范》(DL/T 2423—2021)、《垃圾發(fā)電廠垃圾池技術規(guī)范》(DL/T2427—2021)、《危險廢物焚燒煙氣凈化系統(tǒng)技術規(guī)范》(DL/T 2428—2021)、《焚燒爐及余熱鍋爐性能試驗規(guī)程》(DL/T 2429—2021)、《垃圾焚燒發(fā)電廠安全生產(chǎn)評價導則》(DL/T2430—2021)五項具有垃圾發(fā)電特性的電力行業(yè)標準,已由國家能源局批準,于2022年3月22日起正式實施。其中《生物質(zhì)電廠煙氣凈化工程技術規(guī)范》(DL/T 2423—2021)、《危險廢物焚燒煙氣凈化系統(tǒng)技術規(guī)范》(DL/T 2428—2021)兩項技術規(guī)范分別由我司主編和參編,是繼我司主編的《垃圾發(fā)電廠煙氣凈化系統(tǒng)技術規(guī)范》DL/T 1967-2019發(fā)布以來,又2項與煙氣凈化有關的重要行業(yè)規(guī)范獲批發(fā)布。

  Recently,domestic environmental protection enterprises, which are organized by Standardization Committee on Waste-to-Energy (WTE) of China Electricity Council (CEC), compiled "Engineering Technical Specifications of Flue Gas Cleaning (FGC) for Biomass Power Plant" (DL/T 2423-2021), "Garbage Pool Technical Specifications for WTE Plant" (DL/ T2427-2021), "FGC Technical Specifications for Hazardous Waste Incineration" (DL/T 2428 -- 2021), “Performance Test Specifications for Incinerators and Waste Heat Boilers” (DL/T 2429 -- 2021), and “Safety Production Evaluation Guidelines for Waste Incineration Plants” (DL/T2430 -- 2021). These 5 electric-power industry standards with WTE characteristics have been approved by the National Energy Administration (NEA). They will be officially implemented on March 22, 2022. In these 5 specifications, the "Engineering Technical Specifications of FGC for Biomass Power Plant" (DL/T 2423-2021) and the "FGC Technical Specifications for Hazardous Waste Incineration" (DL/T 2428 -- 2021) are edited-in-chief and edited by Huaxing East respectively. Following the release of "FGC System Technical Specifications for WTE Plants" DL/T 1967-2019 edited-in-chief by HXET, two more important industrial specifications related to FGC have been approved and released.

  近年來,隨著生物質(zhì)能發(fā)電項目投運數(shù)量不斷增加,以及對電價退坡機制的預期,使得生物質(zhì)能發(fā)電項目對技術和管理的規(guī)范性要求越來越高,生物質(zhì)能發(fā)電行業(yè)亟需科學、完善的行業(yè)標準,幫助企業(yè)規(guī)范運營及安全生產(chǎn)。

  In recent years, with the increasing number of operating biomass power plants and the expectation of electricity price regression mechanism, the standardization requirements for technology and management of biomass power plants are getting higher. The biomass power plant industry is in urgent need of scientific and thorough standards to help enterprises’ standardize operation and safe production.




  《生物質(zhì)電廠煙氣凈化工程技術規(guī)范》由中國恩菲工程技術有限公司、江蘇華星東方電力環(huán)保科技有限公司、安徽元琛環(huán)??萍脊煞萦邢薰?、中國電力發(fā)展促進會等單位起草。我司承擔了該規(guī)范的大量條款的起草和編寫工作,該標準規(guī)定了生物質(zhì)電廠煙氣凈化工程脫酸、脫硝、除塵、保溫和飛灰輸送等工藝技術要求。該標準的制定將為生物質(zhì)發(fā)電廠煙氣凈化系統(tǒng)工程設計提供依據(jù)和標準,規(guī)范設計內(nèi)容和水平,促進生物質(zhì)電廠健康發(fā)展。

  "Engineering Technical Specifications of FGC for Biomass Power Plant " was drafted by China ENFI Engineering, Jiangsu Huaxing East, Anhui Yuanchen, CEPPC, and so on. Huaxing East has undertaken the drafting and writing of many provisions of this standard, which stipulates the process technical requirements of acid removal, denitration, dust removal, thermal insulation and fly ash conveying on FGC engineering for biomass power plants. The formulation of this standard will provide basis and standard for the FGC system engineering design of biomass power plant, standardize the design content and level, and promote the healthy development of biomass power plant.

  《危險廢物焚燒煙氣凈化系統(tǒng)技術規(guī)范》由中國恩菲工程技術有限公司、北京高能時代環(huán)境技術股份有限公司、浙江華基環(huán)??萍加邢薰尽⑽炙固篃崃夹g(北京)有限公司、江蘇華星東方電力環(huán)保科技有限公司、上海市凌橋環(huán)保設備廠有限公司、深圳市環(huán)??萍技瘓F有限公司等單位起草。該標準規(guī)定了危險廢物焚燒煙氣凈化系統(tǒng)驟冷、脫酸、脫硝、除塵、活性炭吸附、保溫和飛灰輸送、煙氣在線監(jiān)測等要求。該標準的制定將規(guī)范危險廢物焚燒項目,同時對煙氣凈化系統(tǒng)提出詳細可行的技術要求。

  “FGC Technical Specifications for Hazardous Waste Incineration” was drafted by China ENFI Engineering, BGE, Heading Environment, Wallstein Thermal (Beijing), HXET, Shanghai Lingqiao, Shenzhen Environmental Technology Group, and so on. The standard stipulates the requirements of quench cooling, deacidification, denitrification, dust removal, activated carbon adsorption, thermal insulation, fly ash conveying, and on-line monitoring of flue gas in FGC system for hazardous waste incineration. The development of this standard will regulate hazardous waste incineration projects and put forward detailed and feasible technical requirements for FGC systems.
